2.3.6 Decision making

Decision making in Western societies is typically the province of top management. In other cultures - Japan being the archetype - decision making is shared with subordinates to some degree. In some cultures it might be inappropriate for top managers to consult subordinates since executives are supposed to be knowledgeable in all matters. In such situations, it would be impossible to institute a participative management system.
