2.2.1 So many issues: Which should you focus on?
There will always be many issues outside your organisation. The key is to focus on those that are likely to have the greatest effect on your department or organisation. To help you to decide where to concentrate your efforts, consider the following questions:
- What are all the events and issues likely to affect my department or section?
- Of these issues, which will have the most direct and significant effect?
Notice that this approach requires you to look widely to identify the issues so that you do not fall into the trap of a narrow focus closed in by day-to-day operational issues. Having examined the issues widely, you then 'zoom in' on those that will have the greatest effect.

The challenge is to analyse the environment to separate the major causes of change from the minor ones.
