1.1 Types of plans

Planning is a process of setting ends (goals and objectives) and establishing the means for achieving them. Operational Planning seeks to convert the existing information on strategic and business directions into specific outcomes related to goods and service delivery that in turn can be achieved using existing resources, capacity and competence. Such plans are fundamentally concerned with ensuring goods and services are produced through effective transformation of inputs into outputs that meet specific standards and targets.

A good operational plan should reflect the business or performance outcomes or results established in the planning process. The planning process will usually span beyond the 'operational' level. As many definitions exist of different planning processes and levels we need to firstly explore some generic definitions.
