2.4.1 Development

The first and essential step is the commitment and involvement of senior management. Without this the system is bound to fail, particularly if only verbal commitment is made. Once the decision to implement the system is made, everybody in the company has to be told about it and their active involvement is sought in making it work. Responsibility to implement the system should be given to someone in a senior enough capacity so that individual and departmental differences may be resolved. This person should, ideally, have this sole responsibility so that other interests do not take precedence.

Formal documentation of the system then has to be developed. A policy statement is made from the highest level in the company, declaring the company's quality objectives and policies. Based on this, a management manual is written. This details the style of work which will go towards implementing the overall policy statement.

From the management manual, operational procedures are drawn up for everything that the company does. For each procedure that is carried out, the current practice is written down. Experts in the company consult with others to check that written procedures satisfy ISO requirements, are appropriately stated and contain no ambiguities or omissions. When the procedure has gone through this close scrutiny, it is documented for implementation.
