9.7.4 Nominal Technique
This technique is sometimes called "silent brainstorming". Its main purpose is to generate ideas with equal contributions by all group members. Andrew Van de Ven developed the technique using four basic steps:
- Silent generation of ideas in writing during which individuals silently list all the possible solutions to a problem thereby avoiding pressure and uniformity;
- Round-robin feedback in which the individual lists are shared among group members with each reading out one idea in turn until all ideas are spoken while a recorder records lists these;
- Discussion of each idea in sequence for clarification, elaboration and evaluation then occurs; and
- Individual ranking of the ten most important ideas is undertaken silently by individual group members and then the combine rankings are compared and a group decision is made about the strategy with which to proceed.
